Nigeria's largest bookmaker, and state-licensed - which is what now counts after the 2024 judgment

Context for Nigeria: Nigeria changed who licenses betting, and the old answer is still the one most sites give you. On 22 November 2024 the Supreme Court nullified the National Lottery Act 2005 in its entirety, holding that the National Assembly had no constitutional power to legislate on lotteries and games of chance - these are residual matters belonging to the STATES. The practical consequence is that the National Lottery Regulatory Commission is no longer the nationwide authority: its remit is now limited to the Federal Capital Territory, and an NLRC licence issued before the ruling is not a valid basis for multi-state operation. So if an operator's footer, or an affiliate page, offers 'NLRC licensed' as proof it is legal where you live, that assurance is out of date. What counts now is a licence from YOUR state's gaming regulator, or a Universal Reciprocity Certificate from the Federation of State Gaming Regulators of Nigeria (FSGRN) - and the URC only covers FSGRN member states, of which there are around 22, so a significant number of states sit outside it entirely. Betting itself remains legal in Nigeria; it is the paperwork that moved. Some legal uncertainty is still unresolved, including what regularisation means for operators licensed under the old federal regime, so check your own state's regulator before you treat any licence claim as settled.

Nigeria changed who licenses betting in November 2024
On 22 November 2024 the Supreme Court of Nigeria, in Attorney General of Lagos State & Ors v Attorney General of the Federation & Ors (Suit No. SC/1/2008), unanimously nullified the National Lottery Act 2005. A seven-member panel held that the National Assembly had no power to legislate on lotteries and games of chance, so the Act - and the National Lottery Regulatory Commission it created - now applies only within the Federal Capital Territory. Regulating betting elsewhere in Nigeria is exclusively a matter for state governments.
What that means when you read any Nigerian review, including ours: an NLRC licence number no longer establishes, on its own, that an operator is authorised in your state. Many of our Nigerian pages still describe licensing in NLRC terms because that was the framework when they were written, and we are working through them. Check your own state regulator's list - for example the Lagos State Lotteries and Gaming Authority - before you deposit.
Pros
- Listed by the Lagos State Lotteries and Gaming Authority - state licensing, which is what counts after November 2024
- An Osun State licence is also on record
- Named operating company with identified founders, trading since September 2013
- Over 1,000 employees and a national retail network behind the online product
Cons
- Bonus codes and amounts come from the operator's own site and could not be verified independently
- Nigeria only
- Little independent evidence on payout speed or support quality
- Widely-quoted traffic rankings for this brand date from 2020 and should not be read as current
Our verdict
Bet9ja is the biggest name in Nigerian betting, and after this week's research it is also one of the better-documented. The operator is KC Gaming Networks Limited of Lagos, trading since 10 September 2013, co-founded by Kunle Soname as chairman and Ayo Ojuroye as chief executive, with more than a thousand employees and retail shops across the country. The licensing line on this page used to read 'genuine NLRC licence'. That is no longer the right way to describe authority in Nigeria. On 22 November 2024 the Supreme Court nullified the National Lottery Act 2005, leaving the NLRC with authority only inside the Federal Capital Territory and putting licensing in the hands of state governments. Bet9ja passes that test on the evidence we could read ourselves: it appears on the Lagos State Lotteries and Gaming Authority's own published list of licensed operators, and an Osun State licence is also on record. Its standing does not depend on the federal permit the court cut back. That is worth stating plainly because the same check went the other way elsewhere. YangaSport, which we re-reviewed on the same day, is not on the Lagos list and we could not establish what authorises it there. Two Nigerian operators, one week, opposite results - which is the argument for checking a regulator's list instead of repeating the word 'licensed'.
How we rated it
Trust & licensing (30%)8
Raised from 7.3 now that the licensing is checked rather than asserted. Bet9ja appears on the Lagos State Lotteries and Gaming Authority's own published list of licensed operators, and sources also record an Osun State licence. That matters specifically because the Supreme Court's November 2024 judgment moved licensing authority to the states: Bet9ja's position rests on state licences, not solely on the NLRC permit that ruling cut back to the Federal Capital Territory.
Sportsbook & casino (30%)7.8
Nigeria's most established operator: trading since September 2013, over 1,000 employees, and a national retail network alongside the online product - depth that most brands in this market do not have.
Bonuses & value (20%)7
Large welcome packages on both sides: 100% up to ₦100,000 plus a ₦2,500 free bet on sports (code AFMAX + 9BONUS), and 100% up to ₦100,000 plus up to ₦50,000 cashback on casino.
Customer support (20%)6.8
No complaint dossier found and no substantial independent evidence on payouts or service either way, so this reflects thin evidence rather than a demonstrated record.

How we verified this
Licensing checked against the Lagos regulator's own published operator list, not the operator's homepage, which was the review's only previous source. Where a widely-repeated traffic statistic is years old - the Alexa third-most-visited claim dates to 2020 - we do not present it as current.

About Bet9ja
Bet9ja is operated by KC Gaming Networks Limited of Lagos, trading since 10 September 2013, co-founded by Kunle Soname (chairman) and Ayo Ojuroye (CEO), with more than 1,000 employees and a national retail network. Its licensing position is stronger than the phrase we used to publish - 'a genuine NLRC licence' - and the difference matters. Since the Supreme Court nullified the National Lottery Act on 22 November 2024, a federal NLRC permit carries authority only within the Federal Capital Territory, and the states license operators in their own territory. Bet9ja holds STATE licences: it appears on the Lagos State Lotteries and Gaming Authority's own published list, which we read directly, and sources also record an Osun State licence. Its authority therefore does not rest on the permit the court cut back.
Bet9ja FAQ
Is Bet9ja safe and legit?
It is operated by KC Gaming Networks Limited of Lagos and appears on the Lagos State Lotteries and Gaming Authority's published list of licensed operators; an Osun State licence is also recorded. That state-level licensing is what matters now: since the Supreme Court judgment of 22 November 2024, an NLRC permit on its own only covers the Federal Capital Territory.
