Context for Nigeria: Nigeria changed who licenses betting, and the old answer is still the one most sites give you. On 22 November 2024 the Supreme Court nullified the National Lottery Act 2005 in its entirety, holding that the National Assembly had no constitutional power to legislate on lotteries and games of chance - these are residual matters belonging to the STATES. The practical consequence is that the National Lottery Regulatory Commission is no longer the nationwide authority: its remit is now limited to the Federal Capital Territory, and an NLRC licence issued before the ruling is not a valid basis for multi-state operation. So if an operator's footer, or an affiliate page, offers 'NLRC licensed' as proof it is legal where you live, that assurance is out of date. What counts now is a licence from YOUR state's gaming regulator, or a Universal Reciprocity Certificate from the Federation of State Gaming Regulators of Nigeria (FSGRN) - and the URC only covers FSGRN member states, of which there are around 22, so a significant number of states sit outside it entirely. Betting itself remains legal in Nigeria; it is the paperwork that moved. Some legal uncertainty is still unresolved, including what regularisation means for operators licensed under the old federal regime, so check your own state's regulator before you treat any licence claim as settled.

Nigeria changed who licenses betting in November 2024
On 22 November 2024 the Supreme Court of Nigeria, in Attorney General of Lagos State & Ors v Attorney General of the Federation & Ors (Suit No. SC/1/2008), unanimously nullified the National Lottery Act 2005. A seven-member panel held that the National Assembly had no power to legislate on lotteries and games of chance, so the Act - and the National Lottery Regulatory Commission it created - now applies only within the Federal Capital Territory. Regulating betting elsewhere in Nigeria is exclusively a matter for state governments.
What that means when you read any Nigerian review, including ours: an NLRC licence number no longer establishes, on its own, that an operator is authorised in your state. Many of our Nigerian pages still describe licensing in NLRC terms because that was the framework when they were written, and we are working through them. Check your own state regulator's list - for example the Lagos State Lotteries and Gaming Authority - before you deposit.
Pros
- Listed by the FCT Lottery Regulation Office as RUNNING, valid to 29 March 2027
- A named operating company, Africlick Limited
Cons
- winsapa.com does not exist in DNS - there is no reachable site
- The previously advertised welcome offer cannot be claimed while that is true
- We could not determine whether the register or the dead domain is the stale fact
- Nigeria only
Our verdict
Winsapa presents a contradiction we are not going to resolve for you, because we could not resolve it ourselves. On the licensing side it checks out at a regulator rather than an affiliate: the FCT Lottery Regulation Office's list of approved gaming operators shows AFRICLICK LIMITED trading as WINSAPA, a sports betting operator, status RUNNING, valid to 29 March 2027. On the practical side it does not exist. winsapa.com returns NXDOMAIN - not a timeout, not a geo-block, but no such name in DNS - checked against a public resolver rather than this machine's, which fails silently on gambling domains. A live licence and a domain that has ceased to exist cannot both be current. The brand may have moved to an address we have not identified, or the register may not yet reflect an exit. We have kept this page so that anyone searching the brand finds the position stated, and we are not presenting its old welcome offer as something you can claim, because there is nowhere to claim it.
How we rated it
Sportsbook (36%)7
A sportsbook active in the Nigerian market.
Trust & licensing (27%)6.5
A genuine regulator listing - Africlick Limited / Winsapa, RUNNING, valid to 29 March 2027 on the FCT Lottery Regulation Office's approved list - pulled down by the fact that the domain we hold for it returns NXDOMAIN. A live licence and a dead address is not a combination we can score highly, whichever turns out to be stale.
Customer support (18%)6
No evidence either way, and no reachable site on which to form a view.
Bonuses & value (18%)5
Cut from 8.0. The offer may be perfectly real, but winsapa.com does not resolve, so there is currently nowhere for a reader to claim it. We score what someone can actually get.

About Win Sapa
Winsapa presents a contradiction we could not resolve, so we publish both halves. LICENSED: the FCT Lottery Regulation Office's own list of approved operators shows Africlick Limited / WINSAPA as a sports betting operator with status RUNNING, valid to 29 March 2027 - a regulator confirming a live authorisation. UNREACHABLE: winsapa.com returns NXDOMAIN, meaning the domain does not exist in DNS at all, checked against a public resolver rather than this machine's, which fails silently on gambling domains. A live licence and a dead address cannot both be current. The brand may have moved to an address we have not identified, or the register may not yet reflect an exit. We are not presenting its old welcome offer as claimable, because there is nowhere to claim it.
Win Sapa FAQ
Is Win Sapa safe and legit?
The FCT Lottery Regulation Office lists Africlick Limited trading as Winsapa with status RUNNING, valid to 29 March 2027. But winsapa.com returns NXDOMAIN, so there is no reachable site. We cannot tell you which of those two facts is out of date.
What is the Win Sapa welcome bonus?
There is nowhere to claim one at present: winsapa.com does not resolve. The brand previously advertised 100% of a first deposit up to NGN 100,000.
