Context for Ukraine: If a Ukrainian site tells you it is KRAIL-licensed, that assurance is out of date - the regulator that issued it no longer exists. The Commission for Regulation of Gambling and Lotteries (KRAIL) was formally liquidated by the Cabinet of Ministers on 1 April 2025, after President Zelenskyy moved to dissolve it in January. The replacement is PlayCity, a state agency created as KRAIL's legal successor - established as a central executive body in June 2025, inheriting KRAIL's property, rights and obligations, and taking over licence confirmation and new issuance from September 2025. This does not mean existing licences are void: operators have transitioned across, in several cases without suspension.
